The objective of this research is to highlight the importance of institutional variables, specifically the scope of the legislative power of the Executive and the internal organization of legislatures as determinants of the patterns of executive-legislative relations as well as government performance in democratic regimes. The investigation begins with the discussion of the Brazilian case to set a comparative perspective.
